I'm not 100% sure but i think the 75 mil cap is for civil suits etc. from companies and people who lost money due to the storm..The 75 mil is after cleanup costs...As for changing it to no cap or even a 10 billion cap, I think they could think about changing that law AFTER the bp case is over. I think it is shady to change a law in the middle of the process. JMHO
