So what exactly is your point about the pex sizes? I run thousands of feet of pex. Copper tubing also comes in those sizes, do you think this is something new?
Each pipe size has it's specific application. 1/4 and 3/8" piping is used for ice makers, dishwasher supplies etc., AFTER the angle stop attached to the proper sized termination branch.
The MINIMUM sized piping that can be used for residential supply laterals and mains is HALF INCH as per code per amount of fixtures.

Piping is installed by sizing your main and your branches determined by the number and sizes of your fixture units in the building.
