It is partly semantics....but an Ipod is certainly a more personal computer than that Franklin I once lugged around to demo on.
I suspect you will be able to get the whole computer box down to falsh card size before you know it and sit before an entertainment center and work. Is that a PC...yes, no, maybe, not worth the time discussing. computers are ubiquitous and have infinite form factors. This old guy remembers when a PC meant a Personal Computer --- called that by a marketer who was dealing with just how impersonal they were...grey, ugly, and impossible to use.
