Helen from our T/A told me herself that the Certs have no standard and as far as she is concerned could be printed on napkins.
Helen is a crook who colluded with Urbie, Edwards, and the rest. Or did you miss that part?
Lets not forget our wonderful brokers they told many of us you could only request certs in amounts of 9,999,999 each thus making money on us every time they gave us Certs but in reality they could easily print one's that were 500,000,000 with little effort.
Another tiny clue: brokerages don't print certs.
