Dilution in the short run won't help PPS for awhile. Ultimately they have lots of projects to bring to market and it will pay for itself may times over, IMO.
Looks like market is absorbing new shares well. Yesterday's rise was likely on excitement of what they will be accomplishing with the new project funding. Today, absorption of its cost. At this point it looks like the excitement is outweighing the cost. If we can get a few more projects on line the cost in shares may look like an insignificant step along the way.
