He lost soundly to incumbent Pat Brown. I have a question?

I got only one wrong on LG's test and yet I can not meet this requirement:

4. You voted in the Nixon-Kennedy election.

My understanding has always been that given that criteria one would need to be at least born before 1940. Am I wrong?

Please ignor this post if I am right because I am not old enough to post here.
