IMO Weil and Rosen are holding back so the EC cannot take their figures and dispute them. Rosen wants to see Solomons assesment, then try to use their numbers as a counter arguement. Maybe the EC should move to have their number included in the POR, so that the EC can evaluate what they assessed and use Solomon valuation to counter instead of the other way around. Only my 2 cents.
