Does not a ticker symbol and name change usually go along with a RS?

I recently saw a stock that was .25 cents per share do an R/S (where for every eight shares you had you got to keep 1 share) to maintain their position on NASDAQ, and it is now trading around $1.60 or so not too long afterward. Most of the "penny pinchers" were probably not used to trading so high, and that R/S took even more value from pps because now the stock is worth only .20 (pre R/S value) and dropping.
