This is a clear intent to violate the law...

...as it's quite illegal for a marketmaker to accept compensation for filing a form 15c2-11.

A market maker cannot accept any form of compensation, including cash, securities, products, or services, for the purposes of making a market, to cover out-of-pocket expenses for making a market, or for submitting an application to make a market in an issuer's securities. This activity was addressed in Notice to Members 75-16 in 1975.
