Those mandates you were looking for are already in place in many localities. And, the use of crumb and chip in playgrounds, sports tracks, horse and dog tracks, etc., is growing by the day as consulting and commercial landscape architecture firms become more aware of its availability.

The major tire fires they had in Canada and the USA last year put the heat on the authorities to clean the situation up. Likewise, more OEM tire manufacturers will use higher quantities of crumb when the can get properly documented QA/QC'd volumes dependably available from approved suppliers.

TXMC has never really had it's "..day.." yet, as the first major sales will happen soon. If they had up and running, then hit the skids, your "..toast.." scenario might be correct. As it is, these is their first innings "..at bat.." coming up.

There may be a few system start-up hiccups while operators and owners get up to speed learning how to run them, but I see future retro-fits and tweaks to the process keeping the overall collection of systems on-line pretty dependably moving forward.

Design/Build/Start-up/Retro-fit is my bag, and the TCS system presents no major challenges from my 30+ year engineering POV.
