There's only one way that could have happened: if Urbie had sold certs to people without reporting the sales to the TA.

That seems possible to me, especially if it happened early on, but no evidence for it has been made public. The Canadian authorities are reportedly trying to locate everyone in Canada who has a CMKX cert; perhaps that's why.
