The SEC is not breathing down anyone's neck in the micro-crap world. The SEC may have busted a few people over micro-crap fraud, but the vast majority are never bothered. In addition, the SEC has no direct authority outside the borders of the United States.

Look, if you think fraud can not be perpretrated simply because the SEC would never permit it, then you are not participating with open eyes.

There is price resistance in this stock, and it is not due to any technical levels. Price resistance is simply the point where the dump resumes.
