Yes...The EC has been a functioning committee from the day it was formed. We do not have to wait for JW to approve the committee it is already a done deal. We are just waiting on JW to stamp a big fat DENIED on Weil's motion to disband the EC. A formality IMO and HIGHLY UNLIKELY for EC to be disbanded.
