Maybe they are, but most likely if they were going to sell shares, it would be into a voluminous run up that will gain them significant returns. Like the opening of the 1st casino when the price went to the moon. There was significant pricing. They didn't have to give away the farm for a return.
I highly doubt they are going to sell cheap shares and not that many, when they can easily turn the hype machine on and start the pump all over again.
At this point, it would be wise to buy some cheap shares, if you have the stomach to wait it out, and when they really decide to dump shares, they will run the price up high.
But this is just my opinion and I could be wrong.
