Awesome sleuthing! So we do have a mix of tarped and untarped signs at several locations. Either JPM couldn't afford signage or they simply are not showing enough interest to convert these signs. There COULD be a hold up with signage permits as these can be a real PITA to attain; however, as we have seen, JPM does not seem to be acquiring signage permits at all of their locations. Some jurisdictions do not require signage permits....but this is usually limited to smaller locales which care little about zoning and signage.

Have you formulated a theory based on the tarps?
