The MMs have all the bid and ask information. They look where the volume is and where they can make the most money on the spread.

They sat on the SP of 0.032 and there wasn't hardly any volume so why take it up. If no one is buying at 0.0305 who is going to buy at 0.032 or higher? So the only option is to take it down.
