I wouldn't buy either, but if forced to make a choice, I'd say the odds of suspension, SEC litigation and/or revocation are significantly less with USCI right now.

I'd be wanting to see what happens with USCA when it comes back pink/grey before putting a penny into any of the related companies.

I think using "invest" in the same sentence as "CMKX" or "USCI" is scary. LOL - Gamble, piss away, and a few others might be better. I did great on CMKX once and it was a 100% gamble - fully expected to lose it all and didnt - I did on many others.
