It's possible that Cetek is in the process of taking over another company (private or public..I don't know). Cetek has increased the O/S-float and is making more profit at the same time. Just think about it. Why is Cetek building up the cash-position? I think that Cetek is preparing for taking over another business. Hilal has enough experience and a good nose for making such a "1+1=3" choise.
I expect a GREAT next press-release from Cetek Technologies Inc. But that's just my speculation.
