Not disclosed yet. Direct barcode= no need for Neustar. Indirect= Neustar or who else? I don't know of any other company capable of being the clearinghouse.
What I find interesting is that no matter who you are, if you want to get into the "phone" wave, you have to go through Neustar. Barcodes, are an addition, but if you want to play the game of mobile phones you have to negotiate with Neustar, and in my opinion Neustar is very decided to take their service to the next level. So they definitely are in an advantage position to negotiate their "extras".
