There are AT LEAST over 20 billion shares out there. Out of the people who are holding onto these 20 billion shares, there are many who are willing to sell their shares at a price way below 0.25. In fact, some would even let it go at 0.0002. Unless you find a way to enforce EVERY SHAREHOLDER to hold on to their shares until 0.25, I do not believe it is possible to get the price to 0.25 without a R/S.
