Ignorance can not explain everything that Mr. Levi did. I believe that there was more than that. Perhaps Mr. Levi did not like how IDCC was using the ITC against Nokia. Mr. Levi is suppose to represent the public interest and perhaps he thought that non-infringement would be in the public interest.
The Commission could feel the same way.
I think the Court of Appeal will take a fresh look at the investigation and will see the many errors in the Final ID.
