But seriously, as you point out "the dealer might be concerned about the information on the system," is not fully done by you since while near all of the information entered by the dealer pertains to the non-dealer private citizen doing that clunker trade in, it appears that the dealership's computer system at large is captured by the goverment to be used any way they decide to use it.
If true, then all customer activity past, present, and future engaged by that dealer is now legally the property of the government.
Hopefully this account of mine is incorrect since a foreign government was mentioned as also having access.
But then my expectation of my government to be correct and use common sense was lost many years ago.
