I am just looking at what the government outlines as to who can bid for contracts.

I suppose the government can do exactly as it likes, but these are the rules they supposedly have to stick by.

I guess that at any moment, a meteor 5 miles wide could smash into a larger meteor, alter its course and weeks later, hit the Earth and destroy life as we know it.

The chances of that happening are possible too.....but I don't think anyone is planning on it.
