thelurker: To answer your specific question as to "Relative to the Samsung hearing and the initial determination date, were their any licenses signed in that window?" The answer is that during the period between the hearings held Jul 8-14,2008 and the November 25,2008 date when the ALJ's initial determination was due, no licenses were signed. Subsequent to that period the following three licenses were announced (1)ModeLabs Group 12/29/2008, (2)iWOW Connections Pte Ltd (1/8/2009), and Global Wireless Technologies LLC (2/27/2009).

IMO I don't think that there would be "some reluctance on the part of management to sign a new license in the window that began shortly before the Nokia hearing and the filing of the judge's initial opinion." Once the hearing was held and all the evidence submitted, I doubt whether the ALJ would allow any attempt by Nokia obtain any new evidence and insert it into the proceedings.
