Theoretically yes, since then the oil companies would get to charge more for "greener" oil. It's a much better idea than a carbon tax on CO2, which isn't a pollutant.

Personally, I think instead of a carbon tax, the government should pay companies to get more CO2 into the atmosphere, since that's the only way we'll get food production up to the levels that can support the planet.
