Correct, and correct:
Market Value
For NASDAQ-listed securities, the price per share of the specified security multiplied by the number of shares outstanding for the specified security. The shares outstanding number used in this market value calculation is the number used by NASDAQ for index calculation and may not include all shares globally issued and outstanding.

So, indeed, Reuters does not provides shares outstanding or market cap to the NASDAQ.
The NASDAQ uses the same number of shares outstanding than those used to calculate the index.
Should this number be accurate, NASDAQ would have some problems updating the index divisors: could be every day for the composite. What is an index worth when the base keeps changing.
