Another key question would of been, why wasn't this whole process started when prices of scrap steel were much, much higher?

imo the answer is they just hired Environment and Safety Training and don't know what their facing work wise or dollar wise. The clock starts with the application and why start the clock until they know what they are facing? I would not be surprised that there isn't a clause in their contract that it is all pending obtaining permits and feasibility studies showing it is doable. Or the whole thing is off and even the million refunded. If I was RR&D I certainly wouldn't have bid without a guarantee OR a clause that all asbestos and other removal of hazardous material is the responsibility of BCND.
