wbmw, can you provide some rough idea on how sensitive power throttling is. How long does it take for the CPU to detect a reduced workload and adjust power usage accordingly? What is the penalty for doing this - i.e. how long does it take to detect an increased workload and resume at full (or appropriate) speed operation.

I have no idea whether they employ DBS capability or not.
I merely took the provided numbers as a reference.

This is another bogus assumption, at least as far as clients go.

I guess it all depends on your client(s) doesn't it. I
assume architectural designers using Autocad might use it
a "little" bit more than your 10% usage estimate. Hint,
we've been there before and it is not 10% for ray tracing on
large scale commercial buildings.

Now we also have clients that are in the insurance business
and they do see about 15-20% usage (SQL based CRM type
application).

For one thing, employees are at home 8-16 hours every day...

In both of these cases, the machines are on 24/7 at the
request of the companies. I allowed for 20 hours of idle
time out of the day.
