Originally, they apply to offer the 1 billion shares to the public to sell to raise funds, now they can retire them to the treasury of the company, or change the official share count to 200 mil, either way won't directly affect the share price, but it assures shareholders there will be no major amount of dilution in front of us. That can raise the value of our stock.
