IMO the news with Neustar will cause more of the infringers to join up or get left behind (and avoid patent infringement lawsuits.)

No.

Many companies will willingly sign a reasonable license agreement rather than fight it out in court (unless their lawyers advise them that they think there is a good chance that a patent infringement case - if brought by the holder - can be successfully defended in court, which - in Neom's case - became less likely last month).

But some companies will wait for you to sue, then they will either settle or fight it out all the way in court. And that's just a normal part of the deal when you have a patent. The police aren't going to enforce it for you.
