Is it faster than an Athlon 64 3000? Which version? 512k or 1mb. True for both?

The older Athlon XP ratings are a couple hundred points loweer...is this rating any better? Absurd...

We have 3100+ Semprons: 1.8GHZ/256k

Athlon 64: 2GHZ 512k(current version). Wasn't the older version 1.8/1mb. Is this even a close race?

No, as it should not be. Is a 2.8 GHz Celeron faster than a 2.7 GHz Prescott? No it is not. Different brand, different rating system. This is nearly the whole point in launching the Sempron brand. To counter the high-clock low-performance Celeron D, AMD needs two rating systems, and to use two rating systems, they really needed two brands.

Not according to the Anandtech review. 13/14 benchmarks had an Athlon 64 2800+ outperforming a K8 Sempron 3100+.

Furthermore, 11/14 benchmarks indicated that a lower rated Athlon XP (from 2400+ to 2600+) tied or outperformed the 2800+ K7 Sempron.
