You are absolutely correct that naked shorting is rampant. I believe it is going on here too. This is the only country in the world that allows this practice. If all FTD's were forced to cover, some BIG investment firms would likely be devastated. For sure lots of smaller ones. And they would deserve it.

On that site, you don't add up the daily totals to reach
an amount.

The numbers on that page are the totals outstanding on
each day.

So, on average, SFMI might have 1 % failure to deliver
on a rolling basis each day based on outstanding shares.
That is noise, not a conspiracy.

You are trying to explain failure of the stock on a
phantom reason, vs other reasons.
