The SEC really does need to get tough. We've recently been made aware of three seperate instances in which the SEC was scoffed at by repeat offenders; Turino, Engel and now Marco. Its way past time they took measures so that they would be taken seriously. That's tough to do when you don't have the power to indict criminally.
