I find that once a year, or so, I have to remove the fans and clean them. They get quite a build up on the blades that has to effect the air flow. I also clean the fins on the heat sink on the CPU.

You're there now.

Vacum all the dust out of the case and fans and clean out the cooling fins of the CPU heat sink. Use a small brush like an electric razor brush.

How often do you change the filters in your house A/C? Do it just as often for your computer.
