The first TARP funds were meant to re-capitalize banks to get them in line or close to being in line with Fed required minimum capital ratios.

Nobody's saying it, but that's what it ended up as. The result is they money can be used for anything they want it to, and the smart banks are not lending it out when the economy is getting worse.

The idiots trying to account for where the money went just don't get it. The system was insolvent (and still is) and injecting capital directly works 12-times more effectively as other solutions.
