Take a look at the articles around, almost all of them refer to this as "manufacturing" problem and thats the perception they will carry forward. Maui.

Looks like we're both wrong, not native oxide, not glassed over pads. My bad, It looks like an improper Pad Etch didn't fully open the Pads. I still don't understand how they got by inspection though.
