The logical reason could be as simple as they want to reduce the OS. And assuming they think they can get the PPS much over $.00125 they would get a OS reduction. The question is will it be enough so a further RS won't be needed? Probably not. But who knows. Or it could be less simple and more devious. And they are planning both a OS reduction(tender) and RS in the same time frame.
