It would also make the A/S and O/S known at all times. Companies (or their T/A's) would be required to keep this information up to date for the SEC Electronic quote system.
SEC investigations would be much easier on manipulation, etc...
You could also do away with your broker and deposit into the Electronic system (I would not but you could, want to keep as many layers between my business and the SEC/Government as possible) and trade directly through the system.
Brokers would still have a place in their other full service activities.
IPO information would still be done through a third party Firm and then placed on the Electronic system. Now it they IPO a stock at X ask, the investors could still place an X-1 bid if they think the offering is too high and then wait each other out.
