So if someone or some group were to go to NUBV with a check for $150 grand they would launch the water right away?

Is this what they stated? Is it as simple as this to get going?

everything else I read looks over complicated and above looks like the main objective that really matters

Or if they surprise us and those involved all chip in and do it
