only guarantee to inject up to 100 bln in each if need be

The deal isn't done yet and warrents are for authorization to buy back shares. Many banks are holding shares in FNM and FRE and they need to restore the pps or those banks are in trouble.
Those shares have been used as collateral against other loans that wheren't previously at risk.
