They have stated a million times that the institutions will need to by on the open market. This will be after the have recieved the Fins and waiting an unknown period of time.
our-street...one easy answer is that insiders will be selling their shares and the company will not get anything. another is that the company said it would buy back shares for the 12.4 cent placement if the stock ever closed at or above 12.5 cents. so it is possible for shares to be sold without dilution. the real question is, whose shares are being sold? If it is insiders and they are not making the same opportunity available to other shareholders, i believe that would be a problem. only time will tell.
