It may be obvious to you but I doubt you are going to get many to agree with your thinking.

The architect and contractor would be a fault for the building and the CEO and Directors would be at fault for the actions of the company.

A faulty analogy doesn't cut it. Your building analogy would only have some similarity if it had to be inspected but your stock doesn't trade without being fully reporting because of the SEC. Again, talk to your Congressman - he makes the laws.
