IMO, the State of NH will be extremely receptive to a proposal like Laidlaw's which will increase local tax revenue collections in Berlin and reduce the Town's dependence on handouts from Concord... Time for the Town to become revenue self-sufficient now rather than counting on pie-in-the-sky dreams of becoming a tourist mecca when Berlin has recently chosen to become the "Prison Capitol of New Hampshire"...
The state will likely agree with the old adage "A bird in the hand is worth two in the bush" and approve the Laidlaw proposal to create new jobs and new tax contributions to Berlin (and the State of NH)...
