hog, being cynical, of course. The SEC is just like any other gov. business. If they can prove you broke their rules, they get to fine you, which pays their bills for a little while, until they can land on some other schmuck. If the truth comes out in the mean time..well that's O.K., I guess..but let's settle on a fine, first.
