Just read back a few posts for your answer. I will repeat. The company has made that statement to several shareholders that asked about any OS rise. Its expected they will make it official in a pr. This is very important if they do make that announcement it would seal the run

Intentions mean nothing in pennyland. Companies will always say they have "good intentions", but who really cares what they say cause in the end all that matters is what they do. From what i can tell, it will take a vote of approval by a majority of shareholders at a shareholders meeting to increase the A/S or perform a R/S. But i caution to say that some companies have fine print which allows them to retain a majority of votes in the form of certain "preferred stock" (and i have not yet had the time to look at every single detail of this company). So the best advice to is to just keep digging into the filings to see with your eyes what is factual - because the "intent" of one can have unintended consequences to another. The definition of DD imo is the amount of "homework" necessary to make one feel most comfortable with the investment decision they make. jmo. looking forward to seeing how this plays out.
