The tech folks at the datacenter installed the hard drives, so yes it is in their hands. But I had to issue the order, they will not give things away for free.

Why would I upgrade the server if it was hosted? I am not sure I understand your question. It is hosted, on a server, in the ISP's datacenter. It is a dedicated server, therefore the server hardware is dedicated to me and is not shared with other users.
So if I needed Linux, Windows, more RAM, extra hard drives, etc. on it, I would issue an order, and they would install it, but after that it would be my responsibility to config it.
