I think where many get confused on this issue is thinking that the payments start when the company receives funds from a BCLOC funded loan using that software. Actually it is stated that the software covers several different types of loans.

Business CLOC (BCLOC)
Consumer CLOC (CCLOC)
T-CAP
M-CAP

The payments began long ago and they actually are about to come to an end in July b/c they received funds from a loan using that software under a loan type other than the BCLOC.
