I think you hit the root of the problem Jeff, the County risks little here.....if a plant does get built, big windfall for them, taxes, jobs, etc....but if KFA, NSOL/FFI (and IA?, am I missing anyone?) doesn't come through, the money goes into the courthouse, so what is the risk in rolling the dice????....and there's also the political correctness of the entire thing, in a location that's not exactly booming.....people WANT to believe, and who could blame them?????

anyway, I doubt I have to post what I speculate will eventually happen.....
