Although NNRF was established as a so-called foreign company for all practical circumstances...it was to simply act as a 'tool' during the State process of consolidations and privatization...and without having to be fully-reporting in the very beginning -- where else but the US pink sheets is there such a temporary unregulated market to somewhat act in a somewhat off the mainstream spot light arena, but still be able to raise capital and form stock-based J/V's, acquisitions, partnerships...etc?...

...the percentages are within the State guidelines of foreign ownership of allowed public/private participation/partnerships for this newly privatized strategic sector also.

Look more closely at the structure of ownership (ATOLL, Nucon-RUS, new Kirov acquisitions, etc.) Nowhere NNRF owns more than 50% stake. NNRF can grow big, but ATOLL should grow at the same pace or faster.

What I want to know is why are these Russian hotshots running a company on the U.S. Pink Sheets from a post office box?

Shouldn't they be on the "Russian Dow Industrials" with all of this talent?
