They have announced buy-backs, correct? But they haven't done them yet, have they?
Penny stock companies are always announcing buy-backs. They just almost never do them. Why do you believe HCPC will buy-back billions of shares they themselves put into the float?
They won't. They will do a reverse split first. That's cheaper and faster than buying back shares. A buy-back doesn't help the company. It only benefits the shareholders. The company doesn't care about its stockholders. They are in business to make money for themselves. A R/S cost them very little. While they will lose a lot of the current shareholders, they can get new ones after the R/S.
